AFROSAI-E Quality Assurance Review Team Commends SAI Nigeria's Progress


The AFROSAI-E Quality Assurance Review Team Briefs Mnanagement on their findings on Friday 22nd November, 2019,

at the Audit House in Abuja.

The African Organisation of Supreme Audit Institutions (AFROSAI-E) has carried out Quality Assurance Review on SAI Nigeria, as part of efforts to enhance the audit performance of the Office and monitor its compliance with the International Standards of Supreme Audit Institutions (ISSAIs).

Reacting to findings from the review exercise, the Auditor-General for the Federation, Mr Anthony Mkpe Ayine, expressed gratitude to AFROSAI-E for their support towards capacity building, saying he was delighted to hear that the Office had recorded progress in several areas since the last review in 2012.

Ayine urged the review team to ensure that their report includes implementable recommendations which he promised would be given immediate attention.

Chief Executive Officer of AFROSAI-E, Meisie Nkau, who spoke earlier, stressed the need for operational and financial independence of the Office, arguing that a SAI must have the mandate to hire the capability it needs, as well as be empowered to deploy funds for the performance management system of its staff.

The AFROSIA-E CEO said she was convinced about the findings of the team based on the synergy and forthrightness among staff and urged them to continue to ensure that their work translates to improved standard of living for Nigerians and to not be persuaded or pressured to negotiate audit findings that are detrimental to service delivery for citizens.

“As a Supreme Audit Institution, you need to be delivering and performing at a standard superior to that of the private audit firms out there. It is important because when you operate in a SAI, you are an expert in the public sector, much as audit firms are experts in the private sector. You do not want to be seen by the audit firms as inferior in your own territory,” she advised.

The review team while presenting their findings urged the office to prepare a comprehensive annual operational plan covering all of its activities, properly document audit processes, ensure that the established training plan of the office addresses its needs, and develop a close working relationship with the Public Accounts Committee (PAC) in order to be able to receive feedback on the implementation of its recommendations.

AFROSAI-E has committed to a three-year accelerated support plan for SAI Nigeria since the second quarter of 2019 which includes commitment in nine key areas such as hands-on coaching on Financial and Compliance Audit Methodology, support to deliver IT Audits under the FGIP project, intervention around culture and values, as well as the integrity framework of the office, among others.

The AFROSAI-E Quality Assurance Review lasted five days from 18th -22nd November, 2019.
